Programmatic Use Case for ECIDS
Programmatic use cases for an Early Childhood Integrated Data System (ECIDS) are a reflection of stakeholder information needs and uses. Programmatic use cases address emerging unmet state-specific need so users can make data-informed decisions that support their quality improvement efforts. For states that are planning to, or have plans to implement an ECIDS, this can be a great first step to initiate that process and to begin taking a small step towards integrating cross-agency data.
Please note: Distinct counts serve as important foundational components in early childhood integrated data systems but DO NOT constitute programmatic use cases on their own. To fully inform decision-making and enhance the impact of early childhood programs, these counts must be paired with the contextual information provided by programmatic use cases, such as specific users, actions, and outcomes.
Applications for State Use
The repository acts as a 'shop window' of resources and templates from ECDW and our member states.
You can sort by outcomes or actions that align with state priorities. Materials in the repository include:
Openly-available Use Case Templates
Examples from states to help other states create their own use case (i.e., CA Workforce).
Identifying common types of data used/needed (i.e., of HeadStart or Census data).
Commonly Asked Questions that states are using to build their materials.

ECDataWorks Podcasts
The ECDW Community initiative is a series of podcasts and blogs designed to help states and organizations navigate common challenges and adopt strong, resilient approaches to early childhood data use. Guests representing federal, state, and national nonprofit organizations will discuss the history and evolution of ECID systems in the U.S., share professional experiences, and provide targeted, real-world advice for those navigating one of the most challenging periods in American history.
ECDW Programmatic Use Case Template
This brief provides an overview of programmatic use cases for state early childhood data, the benefits for state leaders and community stakeholders, and a sample template.

Featured Tools
School Readiness Tool
ECDataWorks developed the Expanded School Readiness Framework to help states explore the preparedness of schools, communities, and children. Expanded school readiness reports allow for tracking progress toward state school readiness goals and inform decisions such as: identifying needs for teachers, programs, and classrooms; identifying best practices and improve instruction in specific domains; developing strategies for collaborating across schools and community providers to prepare for incoming kindergartners; allocating funding for early childhood programs and school districts; and establishing strategies to engage parents.
Community Assessment Tool
ECDataWorks developed the Community Assessment Framework to guide states in the integration and use of early childhood data across four key areas: eligibility, access, services, and impact. Tools and reports that align with this framework can support early childhood providers, advocates, state administrators, and policymakers with strategic planning.
Data Story Builder Tool
ECDataWorks developed the Data Story Framework to guide states in bringing together comprehensive data and informing action steps. The framework includes four key elements: conclusions, narrative, visuals, and key takeaways.
